Summary
Reporting to the Regional Director, HIM Strategic Planning, Projects & Business Optimization, HIM, the Regional Manager, HIM Business Optimization leads Lower Mainland (LM) HIM service areas technical solutions strategy, data management and fosters a data-driven culture. The Regional Manager, HIM Business Optimization supports HIM leaders and business users (this can include HIM Leaders, Patients, Physicians, Healthcare employees of other Lower Mainland Health Organizations/departments that are dependent on HIM service operations) by establishing required infrastructure to take advantage of data to improve decision making and operations. The position works in a consultative, advisory relationship with stakeholders, helping them design and pursue a range of data access strategies: maximizing use of standard reporting options, establishing transparency, supporting analysts with data marts, and building unique custom reports for purposes such as strategic planning, contract management and system quality improvement initiatives.
The Regional Manager, HIM Business Optimization is also responsible for leading designated LM HIM-wide projects requiring the design, development and implementation of application modules and interfaces that support large-scale, complex, multi-user information solutions. Working closely with HIM Senior Leadership and business stakeholders, the Regional Manager, HIM Business Optimization, uses a combination of expert system knowledge and understanding of HIM business processes, data quality, analysis and reporting initiatives as well as effective facilitation, coordination and communication skills to achieve project goals and deliverables. The position represents HIM's business needs and knowledge on associated committees and acts as a department liaison where appropriate.
The position is responsible for recruitment, training, coaching, work assignment, supervision of Business Optimization team. Also provides leadership, guidance and support to designated project staff and system application staff in HIM. Acts as a HIM Liaison with HSSBC, IMITS, IMIT and other external stakeholders.
Qualifications / Skills and Education
Education
Degree in Health Information Science, Computer Science or related field plus seven (7) to ten (10) years of recent, related experience in a large multi-site organization including a minimum one (1) to three (3) year(s) of experience in a supervisory role in a related area, minimum seven (7) to ten (10) years of experience in data modeling and data architectural development methodology, minimum five (5) to seven ( 7) years of experience in ETL tools such as Microsoft SQL Server Integration Services and Oracle Warehouse Builder, minimum five (5) to seven (7) years of experience in business intelligence and analytics in healthcare related projects and five (5) or more years experience writing T-SQL and programming experience (C#, Visual Basic, Java, etc) or an equivalent combination of education, training and experience.
Strong track record of influencing senior stakeholders, eliciting clarity of purpose, communicating obstacles. Practical experience managing scoping and pricing discussions. Proven track record of leadership through change, setting and achieving a vision of collective higher performance.
A Masters degree/diploma in Health Informatics would be an asset.
Skills and Abilities
Demonstrated leadership including effective leadership, coaching and mentoring skills.
Knowledge of project management methodology, change management principles and the ability to lead projects and manage project teams across a large multi-site organization.
Demonstrated management and technical experience in the following areas: Data Warehousing, BI/Analytics, Distributed/Scalable Technologies, Big Data.
Demonstrated skill and experience with BI reporting tools such as Tableau, Pentaho Analyzer or Business Objects is highly desirable.
Demonstrated familiarity with Agile methodologies.

Provides day-to-day leadership and guidance to team members including providing direction on work assignments, priorities, and assistance with problem resolution. Creates an environment which supports team engagement and effective service delivery.
Recruits, hires, orients and trains team members. Works with staff members to set goals and objectives, evaluates staff performance, determines developmental/training requirements and engages in disciplinary action in consultation with Human Resources, if required.
As HIM's chief technical architect, leads the development, implementation and evaluation of HIM service areas' technical solutions strategy and data management function. This includes: planning, architecture design, development, testing, migration and production support development activities. Supports the Director and HIM senior leadership in making related technology decisions for the HIM Organizations.
Operating as a partner, trusted advisor and entry point for the HIM business clients to request services, work priorities and ensures end-to-end planning for technology enabled business solutions.
Collaborates with enterprise analytics, HSSBC, IM/IT, Finance and various other teams for cross-domain data initiatives and analytics.
Manages the business support of the production business intelligence applications including system modifications and maintenance.
Prioritizes team research and analysis projects based ability to meet desired outcomes and business needs. Reports on findings to HIM senior leadership.
Leverages both internal and external large data sets to develop effective analysis and visualization and derive unique actionable insights.
Drives the ongoing development and operations of Business Intelligence (BI) tools, including standard and ad hoc reports and self-service tools stakeholders can use to generate their own reports.
Empowers HIM departments to run their own data analysis to discover trends and insights that relevant to each department's KPIs.
Leads specific business strategies across the Lower Mainland Health Information Management, by performing tasks essential to the identification, requirements analysis, and definition of new programs and related technology development.
Assumes the role of project manager and/or consultant on HIM wide system/data projects by identifying major milestones and developing project plans, resource requirements, associated tasks and timelines, and assign work tasks to project team members. Monitors project progress and deliverables and provides ongoing reports to senior leadership team. Effectively communicates status and results to business stakeholders both internal and external to PHC.

Contributes to operating budget proposals; monitors and controls expenditures against approved budgets to ensure adherence to guidelines and reports variances to the Director.

Driving the delivery of data solutions that balance the needs for operational efficiency and granular data needs required for innovative analytics and data syndication needs and makes recommendations for data mart growth and integration for the HIM.
Working with IM/IT and business users to develop requirements for designing and/or enhancing the HIM data mart architecture.
Providing support and technical guidance to ensure HIM data mart architecture and framework are aligned with HIM business solution needs.
Performs other related duties as assigned.
