Your Role and Responsibilities
The primary responsibilities of this role will be to advise accounting and finance on the Cost Accounting Standards (CAS), Federal Acquisition Regulation (FAR), and other supplemental regulations compliance reviews and support the annual risk and self-assessment compliance programs. Additional duties include participating in compliance councils and assisting with process improvement initiatives.
Key Responsibilities:
U.S. GOVERNMENT (USG) COMPLIANCE
• Responsible for ensuring compliance with material Cost Accounting Standards (CAS), Disclosure Statements, and established cost accounting practices.
• Oversee and manage CAS-covered contracts working with the Contracts & Negotiations (C&N) Team.
• Prepare General Dollar Magnitude and Detailed Cost Impact Proposals
• Lead in overall internal compliance assessment of practices in the CAS, FAR, and other supplemental regulations.
• Support the DFAR Business System internal audit team.
• Assist with the performance of the annual risk and self-assessment programs.
• Based on risk assessment, conduct examinations or reviews of existing cost accounting practices. Draft and issue internal examination reports.
• Proactively follow-up and track identified findings from compliance programs, internal audit, and U.S. government audits.
• Participate in various meetings with Federal Compliance Officer.
• Participate and support audits conducted by the Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) teams, external auditors, and consultants.
• Respond to ad hoc requests to address controls issues on new business processes, policies, and procedures, and provide consultative services to management.
• Support the roll-out and management of an automated U.S. Government controls reporting system.
• Perform research on Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS) and government accounting policies.
• Prepare and conduct compliance related training as needed.
Cost Accounting Standard Compliance
• Represent the company on Cost Accounting Standards on IBM’s measurement, treatment, assignment, allocation of costs to USG contracts.
• Provide status of recent and upcoming internal CAS/FAR activity
• Share best practices and lessons learned
• Prepare metrics to measure business compliance effectiveness
• Support health check activities including plan status and results achieved
• Participate in department meetings and events.


Required Technical and Professional Expertise
  • • Demonstrated working knowledge of FAR, DFARS and CAS regulations
  • U.S. Citizenship required due to government contracts


Preferred Technical and Professional Expertise

  • Bachelor’s degree in accounting or finance with 3+ years of related experience OR other business degree with 5+ years of related experience
